According to the introduction of DYNA Logix, Free Elegant Watch Face Theme for Bubble Clouds is a Personalization app on the Android platform. There is currently a 2.19 version released on Jun 08, 2018, you can see the details below.

This theme works with Bubble Cloud Watch Face / Launcher for Wear OS by Google. Please update main app to most recent version: https://play.google.com/store/apps/details?id=dyna.logix.bookmarkbubbles
Theme works with the free version of the watchface / launcher, you don't need Premium upgrade for the themes to work.

"Wear OS" is not Android. There are watches which run the Android operating system, but they don't run Wear OS apps.
